There is a broken branch and it's been obstructing the sidewalk for months. I'm not sure if the homeowner is responsible and needs a notice or if the city is but it is a hazard.

It's unfortunately in even worse condition now than it was. It looks like that tree has been trimmed a bit and there are small branches/debris covering the sidewalk now and it's been this way for about 2 weeks.
