Those are Forsythia bushes which are just recovering this season from being hacked down in October, 2014 by individuals who took it upon themselves to chop them. They will be trimmed appropriately, when appropriate, by persons who maintain the park and know what they are doing.

These Forsythia bushes in Hudson/Jay Park were correctly shaped and pruned on May 23 by a knowledgeable gardener who is a regular volunteer in the upkeep of the park. This issue should be closed.
