A police officer can post a notice on an "apparently abandoned" vehicle then have it removed 24 hours later, but I doubt you'll find an officer willing to do this on a residential street unless the vehicle has been there a very long time.
The local municipality can optionally remove the vehicle after 30 days, but the law doesn't compel them to do so.
