Thanks for contacting UDOT. I've reached out to a UDOT Freeway Operations Engineer to inquire about this.

The metering rate for this meter responds the traffic on the ramp and the freeway so it can vary every few minutes. At times traffic will back to the bottom of the ramp but then the meter will compensate by speeding up and letting more cars onto the freeway. We will look at the whole system to determine if those parameters by which the rate changes need to be adjusted. It will take some time.
