Please be advised of the following: When we receive a request for the installation of a traffic signal at an intersection or a request to designate an intersection as a “multi-way” stop we initiate a traffic engineering survey. This survey consists of a crash analysis, collision diagram, condition diagram and a 25 hour motor vehicle count and when warranted a “speed” or “classification” count. We also take into consideration other factors at the intersection, such as, any sight distance problems for vehicles entering the intersection. Once all the traffic engineering data is collected it is analyzed. If the data collected falls within the parameters mandated by the federal guidelines of the Manual on Uniform Traffic Control Devices (MUTCD) for the installation of a traffic signal or an additional stop street we then proceed with the necessary steps. If it is determined that a traffic signal installation is warranted we then need to identify a funding source, award a contract for design and then award a contract for the construction. This process may take a couple of years. If it is determined that the traffic engineering collected at the intersection meets the warrants for a multi-way stop, an Ordinance is proposed for Municipal Council approval. Twenty days after adoption by the Municipal Council the Ordinance will go into Law. Soon thereafter the warning, parking and regulatory signs and pavement markings will be installed at the intersection.
Whether the traffic data collected does or does not indicate that an additional traffic control device is warranted, we will still make improvements at the intersection and at the approaches to the intersection. We make sure all the signs are clear and visible and clear the corners with “no parking any time” signs for better visibility. We will issue work orders to install if necessary, speed limit signs at the approaches to the intersection. If there are designated crosswalks, if needed, we will also install “pedestrian approach” and “pedestrian crossing" with diagonal arrow signs.

Please consider that stop lights and stop signs often don't yield the desired results and should not be used for traffic calming, rather they are tools for traffic flow. Drivers in this town often blow stop signs leading to a real safety issue if other users of that intersection are expecting an inbound car to stop. As for traffic lights, drivers of often speed up to make the green (or yellow or orange), a problem often cited by people who live in the vicinity of 6th/Erie. Instead, other tools such as speed humps, lane narrowing and bulb outs should be tried first.

Based on the traffic study and crash analysis, the intersection of 9th Street and Monmouth St is not warranted to be an all-way stop controlled intersection. However, we have added this location to the City's Master Roadway Striping List to have high-visibility crosswalks striped at this intersection. Bids are due on the roadway striping contract this week, so we will look to award the contract at the April 11th council meeting. It typically takes about a month from award to issuing a notice to proceed. Therefore, the striping project will begin May at the earliest.
