In and around the Staples Distribution Center, on a nearly daily basis, we find commercial vehicles parked overnight, idling for hours at a time, blocking the regular flow of traffic & impeding the access to fire hydrants along Wilshire Place.

An investigation was conducted on 7/27/16 at 2:50pm at 1500 Bonner for No Parking Signs. The requestor Mathew stated that trucks park and idle overnight blocking the street. The streets are concrete paved with gutters in a commercial area. The traffic volume at this time was moderate. Wilshire is a 29ft wide east and west bound street. While investigating this 29ft wide street, there was no notice of commercial vehicles parked causing a traffic issue. There are several businesses around the town homes (6531 Wilshire) that require truck access, some maybe even overnight. According to the guidelines outlined in the City of Houston Code of Ordinances EP10-4, Chapter45, Article VI, Sec. 45-117 states: if the street has two way traffic operations and the effective width is equal to or greater than 26 feet, both sides of the street should be unrestricted for parking at all times.
RECOMMENDATION:
No action taken at this time.

Pursuant to City of Houston Code: Commercial Vehicles/SemiTrailers are not permitted to park on city Streets in excess of 2 hours. Therefore the overnight parking is a Code violation which needs to be addressed: https://www.municode.com/library/tx/houston/codes/code_of_ordinances?nodeId=COOR_CH26PA_ARTIISTSTPAOPVE_S26-94TILITRPA
Additionally, City of Houston Code Prohibits the idling of any vehicle on public streets in excess of 5 minutes: https://www.municode.com/library/tx/houston/codes/code_of_ordinances?nodeId=COOR_CH21HE_ARTXREEMIDMOVE_S21-302IDPR. This activity constantly occurs in this area.
I would ask that this matter be re addressed with the residents of the area kept in mind.
