In my communications with the city, they said they are going to be replacing the missing vertical delineators. They said that they needed to wait until the temperature was consistently above 50 degrees to be sure the glue would work. (I believe they both bolt and glue the foundation to the asphalt. They have told me that they are using a method that should be more durable than the method they used last year.)
I have conducted and submitted a survey of the vertical delineators to The City on Jersey Ave which can be viewed here: https://docs.google.com/drawings/d/1Wh2K6E01mUf7t2W-lr_ILTqrc-lHAbYWSndUDYRjQvo/edit
The Harsimus Cove Association has asked The City to audit and replace delineators twice a year (once in the spring and once in the fall) so that we don't end up with such a large gap in service.

While new vertical delineators were installed after replacing, the job is incomplete. I did an audit of all Jersey Ave intersections within Harsimus Cove and here is a diagram that describes which delineators are missing:

Seeing as how pretty much all the delineators have been replaced, I'll close this issue.
