The Association has been notified and photos have been taken of the condition that city employees left the property in.
Caution Tape should have been placed around the entire structure as it possibly could collapse, car parts should not have been left on the property and the massive oil spill should have been cleaned up as well.

I'm not sure where the city stands in regards to liability but if you throw sand on an oil spill and clean up part of the damage, I'm assuming that you are taking responsibility.
