I'm concerned about the type of fluid/liquid that is flowing into the storm drain. The fluid is coming from a drain pipe (looks to be standard 4" perforated). The pipe is buried under the sidewalk but is clearly coming from somewhere in the building. It is not rainwater (from the gutters). I was just worried it may contain toxins/pollutants. It flows directly into the stormwater drain.

My understanding is the stormwater drains are only meant for stormwater runoff. This substance is not runoff. The origin is something/somewhere inside (or underneath) the building.
