Over the course of this past spring and summer, the City installed new street lights along N Mulberry Street. For some reason, the lights on the 400 block have never been turned on. The lights in the 500 and 609 block are on and functioning. Would like to know when to expect the 400 block of N Mulberry to have functioning Street lights. It is VERY dark and walking is difficult without lights.

The person in charge of this project is Garrick Bayton (Engineer II, DPU, Streetlights, 804-646-7690, garrick.bayton@richmondgov.com.) I wrote to him on September 19 and got this non-response on September 20.
DPU Streetlight Division is aware of your concern. This project is still under construction, and will be completed as soon as possible. The light fixtures are complete (lamps are installed, and no additional glass is needed). Thank you for your patience in this matter.
I sent this follow up on October 18 and have received no response at all:
Hi Garrick. It has now been a full month since we last corresponded about the non-functioning street lights on Mulberry Street and there has been no progress whatsoever. Has the contractor moved on to other projects and forgotten about this one? In any case it's just a matter of time before neighbors start to comment on Nextdoor and other social media. What's the latest?
Both the delay in getting the lights completed and the lack of response from a public employee are outrageous.
