Seems to be an error with the app. I am not an employee of the city, yet i am able to close and open other users posts.

Toasty95, typically city officials will manage the issues within the system. However, SeeClickFix allows citizens to participate in managing issues within the system as well. In addition to allowing citizens to report issues, citizens can also close issues if those issues have been resolved or reopen issues if they believe a closed issues has not been appropriately resolved.
