Can someone please keep me updated as to what is going to be done with this issue. I keep seeing this issue coming up so it seems it has not been corrected.

1/13/17 This issue arises every time there is an inordinate amount of rainfall. That, and frozen ground make for flooding in large areas of the City. Bldg./Code has been there multiple times for this issue, and each time the gutter/downspouts are installed as prescribed to CODE. We will go out again and document any issues that may be present.
