I am wondering why the attached city ordinance is not being enforced
SECTION 9.28 STANDARDS AND REGULATIONS
C. PROVISIONS APPLICABLE TO ALL WASTE
3. SCAVENGING
No person, other than the city collector or an authorized representative of a private waste contractor, shall scavenge or remove waste which has been placed at the curb for collection.
I find it unacceptable to have people doing this in our city.

If an Inspector encounters a person entering trash containers the person is forced to cease. Most do not speak English or have ID. We will endeavor to do better communicating the Ordinance to these desperate people. I will share your post with the DPW Soild Waste Inspector.

Moving my car to have my street cleaned is not a city ordinance but a rule we all must follow or we will be punished with a ticket.
Rules and ordinances will always be broken. The idea is to break these peoples habits. Just because they don't english or have an id is not an excuse to break a rule.
It is not different strokes for different folks.
