Department of Public Works assigned this issue to Health Department

If an Inspector encounters a person entering trash containers the person is forced to cease. Most do not speak English or have ID. We will endeavor to do better communicating the Ordinance to these desperate people. I will share your post with the DPW Soild Waste Inspector.

What was the necessity to put in desperate people? Put the rules in different languages, carry it with you and show it to them. Fellsmere Pond has a sign in Chinese that says do not feed the ducks. The city sends out notices in multiple languages. This is an easy fix. Some of these desperate people have raised college educated children at our expense. They are from another country, never learned our language, old school way of thinking, they pick through our trash looking for cans. Things were tough in their country and they carry that thought process with them to our country. Please do not use the term desperate people to justify these actions for not following the rules.

As a Vietnam veteran as having seen the locals scrounge through our trash I find it disturbing to have the same thing happening here.
I am sorry if you don't think this is an important issue, but to some of us who suffer for PTSD symptoms it is important to me.

A city ordinance is written for a reason. Rules are meant to be followed.
Moving my car to have my street cleaned is not a city ordinance but a rule we all must follow or we will be punished with a ticket.
Rules and ordinances will always be broken. The idea is to break these peoples habits. Just because they don't english or have an id is not an excuse to break a rule.
It is not different strokes for different folks.

Please let me apologize. I really didn't mean to offend anyone. I agree that rules are meant to be followed. But I do believe that a priority , with respect to our trash pick up should be given to watching out for the people who dump trash illegally rather than those who remove it. I guess I was trying to point out that I am just glad that the people who do this "scavenging" are not the people who illegally dump garbage and waste . Again, please accept my apology. -Judy

It is pretty annoying when I come out on trash day and my bags are torn apart and all over the street because someone decided to look for cans and bottles that are not in there because I put them all in my recycling bin to use less bags. Which ultimately I have to use more bags because my trash is all over the street. It's pretty bad I can't put my bags out the night before and have to hide my trash around the other side of my house

What is the cities solution for this weekly desperate situation? This needs to be addressed. Please don't ignore it. February 2017 is the original documentation.

It is inappropriate for the city to exempt a group of people from following city ordinances based on someone's opinion that they are desperate. This is a legitimate complaint and should be respected and rectified.
