Per Traffic Division Signal Technician: time was spent observing the intersection with the thought of turning the signal to regular stop and go operation but was decided against due to a number of reasons, including the amount of traffic and the physical nature of the intersection, which made it safer to have the signal remain flashing - this issue is closed.

I fail to see how cars getting a red light to allow pedestrians to cross the street would be unsafe. The light at St. Paul and Pearl seems to work fine. I can't believe this piece of infrastructure was bought and installed and we're just not going to use it.
But at any rate, maybe the signal technician could remove the pedestrian buttons or put bags over them so people don't have the unrealistic expectation that the light is functional and not just stand there waiting for something to happen that isn't.

I interact with this intersection as both a driver and as a pedestrian and I agree with Dweebus that the current situation at this "intersection" is unsatisfactory both for both. I too have had cars refuse to stop for me as a pedestrian when trying to cross Cherry Street. If it is deemed that a regular red and green light is not appropriate, the perhaps one of those flashing pedestrian crossing signals would be a be a solution. These seem to work well on Pine Street in the South End; it used to be impossible to cross Pine Street and now it is much safer. I think it is important to have something; people heading to the Transportation Center are often in a hurry to catch a bus and walk or run into the street even if cars are not stopping for them.

In addition to the aforementioned issues, I'd like to add that to travel to the Federal Office Building on Elmwood Ave, using this dysfunctional intersection as I frequently do, one needs to unnecessarily backtrack across rump St. Paul St. at its intersection with Pearl. AND, due to the slow response time with that call button, it's my observation that pedestrians (myself included) are crossing Pearl St. against that light. I think we can do better while awaiting re-establishment of a continuous St. Paul St.

Thanks everyone for the interest on this topic. I'm pleased to report that Team DPW will put the Cherry / St. Paul Street signal into regular stop and go operation on or around March 27. The lead time is needed to acquire and install the advisory signs and flags so that the public is aware of the new traffic condition.
