Oakland needs to take graffiti, hazmat, illegal dumping, etc., all the stuff that makes blight the most aggressively corrosive agent of our urban environment, and move it into a new category: Envirocrime. Through that one major proposition, we can begin to see how (a) not dealing with the overall problem comprehensively allows the larger festering cauldron to spill over and get insanely out of control, and (b) the problem of regional dyscoordination is working to exacerbate Oakland's problems, acute enough as they are already.
