As far as I know unless the cracks are caused by a city tree's underground roots it is the homeowner's responsibility. Trees on the tree belt, area between the sidewalk and street, are considered city trees, If it is the city's responsibility it can a long time before the city does something.

Inspected. Concrete sidewalk cracked. Resident's responsibility to permanently replace.

Additionally any repairs or replacement must be done by a licensed and bonded contractor. Thanks.
