The Laney Flea Market uses the bike pedestrian path of Lake Merritt Channel Park for parking on Sundays. Parts of the path are completely blocked by parking. Cars are parked on plants. Cars drive on the bike and pedestrian path.
This path is under easements from the San Francisco Bay Conservation and Development Commission. This is not a parking lot.

Parts of the part are under control of the city of Oakland. The rest is under control of Peralta Community College and Caltrans.

The cars drive along the bike/pedestrian path from the 4th Street cul-de-sac at 11 4th Street to 8th Street.
The cars park in the area of the park bench which was first broken, and has now disappearered. This is described in:

I suspect that the bench was destroyed by the parking.

Oakland Parking Enforcement verified that driving on the bike/ped path is not legal. They also verified that parking in the park is not legal.
However, parking enforcement does not operate on Sundays, during the flea market.
Perhaps police non-emergency number can help.

It's better today, but still a few problems to be worked out.
Good news. There is an orange fence blocking car access to the ramp.
Bad news. It also blocks bikes. There is parking in front of three ramp. It is possible to go around the blocked area to a side ramp, but it is awkward, even if the ramp is available.

I called the police Sunday afternoon, about 1:30PM, with incident 418. A few minutes later, I talked to police car 1401, as noted above. Then I received a call back Monday morning at 2AM, trying to reach me.
It appears that the goal was to not reach me.
