Inspector I33 on site visit for construction without permit. Upon arrival there was gentleman (refused to give name or who he was to property) outside the property, I33 explained the for visit. The gentleman stated that he is not building anything on property, he has the right to refuse to answer anymore questions or grant access to property and walked inside resident. I33 walked the property from street and did not see evidence of construction going or a new structural built. No violation at time of visit, task is closed.
