Visitors are not considered an occupant unless they are on the lease, even if they are at the home multiple nights each week. Updates will be posted here.

The part about the lease is how they get around the 4 unrelated people. They only have 4 people sign the lease, so nothing can be done about the 5th person. Then they all park on the street, when they have plenty of parking in back of the house, each house has 10 parking spaces per building.
