Over the past year or two, I've noticed a change in the behavior of our Raleigh Waste Management trash pick-up truck driver. In the past, the driver would stop his truck, pick up the trash bin, empty it, then put it back down in the same spot.

In more recent times, the driver picks up the bin, then resumes moving while emptying and releasing it, resulting in the bin's bouncing along the side of the road and ending up on its side (usually 10-12 feet from where it started). I predict that this is going to result, over time, in a significant decrease in the usable lifespan of the trash bins, along with a consequent increase in expenses to the city.

Please note that I'm not blaming the driver--I strongly suspect that this is an unintended result of some management policy that was introduced that is giving our route driver the incentive to try and complete his route as quickly as possible.

Is anyone in other parts of Raleigh noticing this same behavior? If so, please comment (and state your address) so that city officials can get a feel for whether this is an isolated or system-wide problem.
