An unusual number of rats coming from the mitigation field between Sonora Pass/Ebbetts Pass, Hwy. 29 & Hwy. 37. According to the County Housing and Vector Program bushes and shrubbery from the field which are growing up to private property fences encouraging rats to nest. Homeless encampments provide food and water for rats. The mitigation field is under the jurisdiction of local, county, state, and, further out, the federal government.
