It's now over a week later and this car has still not moved.
I understand they have a valid zone 3 permit but how long does it take for a car with flat tire to be considered "abandoned?"

Everything you said is valid, I agree. But can you also see where this issue could fall more under laziness, not financial reasons? I'm hoping you can see both sides as well. I've had a small car like this before and a new tire costs $100 max.
And sorry I don't think I come off of as "neurotic" or "narrow minded" if I pay to park on this street and I'm still forced to park in a garage because I can't find a spot.
