If the hole in the fencing can be mended to the point where it won't be cut open again by the beggars seeking alms from the motorists who stop for the light at 11th, then there won't be a public toilet or rest area for them to strew their incunabula, and the monthly cleanup crew that CalTrans sends won't have so much work to do, notices to post, costs to pay. Is this a health hazard?

Median separating Castro from 980 needs a wrought iron fence to replace the existing chainlink so that the transients can't cut it with wire cutters and regain entry.
When CalTrans cleanup crews come, trash and/or possessions are routinely thrown from one side to the other: if on the City side, CalTrans cannot haul it away, and if on the CalTrans side, the City cannot haul it – so it remains a permanent dumpsite for trash, possessions, urine and human waste.
If wrought iron will eventually replace the chainlink, residents on Castro could help if they and the City could access the timetable priroity.
