I wish to remain anonymous. Only asked if the lines can be painted because it seems to be an issue frequently brought up on SCF and will probably continue to be an issue until lines are painted.

Sorry about the mistaken information. Our Traffic Foreman had the wrong address while addressing this issue. North Winooski Avenue does not currently meet the conditions for bracketing or parking stalls as the street is not narrow enough to require this. There are policies in place that specifically deal with this issue such as driveway encroachment policy and procedures, which was passed by the Department of Public Works Commission on October 19, 2016.
Street might not be narrow enough to require this, but the frequency of issues involving driveway encroachment on this street does indicate a need/requirement for parking lines. The issue is the frequency of driveway encroachment reports.
I have an on-going problem with encroachment, and I can attest first-hand, the P.D. DOES NOT like to ticket or even tow a vehicle even if parked 2 feet ACROSS the driveway entrance after 5pm........many out-of-state plates represent the violations I notice as well...they have no idea of proper behavior nor legalities in the city..The college provides no information to students on city ordinances I would assume.

Boy, sure glad I do not live in this area of the city, I can see where this could be a big problem. This street was never too wide to begin with. Now with it having a bike lane I can see where it would be real hard to get into or back out of a driveway if there was another vehicle parked too close to the drive.
gil you seem to be letting anti-cycling bias cloud your thinking. AFAICT this is 100% a problem of drivers parking too close to driveways, and nothing else. Please look at the picture and see if you still think bike lanes anything whatsoever to do with this issue...
I reported this issue originally, I am also one of the countless citizens calling endlessly to the PD that started this ordinance. I have pictures of most every car that has blocked my driveway over the last 3 years, I don't call if it was 6 inches, these are 2 feet INTO the drive.

As to the bike lane out there: when I have to arc waaay out around a vehicle encroached into my driveway, i must swing well into the bike lane, and bicycles are going both ways on this one way street..another law not enforced..what a quagmire...
I wonder if we included these parking spaces as paid parking via meters or by other technology that we could help 1) influence driver's parking behavior; 2) encourage systematic parking enforcement; and 3) provide some revenue to support the needed enforcement.
the problem with meters here is the city let builders cram houses with-in inches of each other a century ago and early days these were single family houses that have now been expended to apartments and there is very limited parking for actual residents. Adding parking fee's to already hammered tenants ( and taxed to death landlords) would be un-fair as well..."resident parking only" might be an answer, however, the city says doing that just pushes the issue to another street...it is NOT a vehicle problem, it is a behavior problem. and lack of accountability.
I do recognize that metered parking is not a perfect fit, especially in areas of the city built out before the widespread use of the automobile, but could residents of No. Winooski Ave. be given a set, say semiannual, supply of parking meter tokens or could the technology of the units where the vehicle's registration number is entered be programed to "recognize" local residents' registration numbers? Then parking enforcement has a monetary incentive to patrol the spaces on a regular basis. And then drivers would have a monetary incentive to follow the ordinance.
good dialogue...."systematic enforcement"....would be my favor....at $75 a ticket, one would think it easy to pay an employee whom could write at least a dozen just in the 2 block parameter of this street, in a couple hours......write the tickets..they will stop....

I don't believe you have been a party to the See, Click, Fix discussion of the issue of transient parking blocking residents' access to and from private driveways along North Winooski Avenue:
There appears to be a consensus that systematic enforcement by your department of city government would be useful in helping to correct this ongoing problem.
We respond only to calls from the owner of a driveway that a vehicle is within the driveway or within 2 feet of the boundaries of the driveway. The officer will review the vehicle and can either issue a parking ticket or ticket and tow the vehicle. We do not patrol any streets looking for vehicles blocking any driveway.
As previously stated, the problem is Driveway encroachment is a ticketable offense 24/7, but it is not enforceable 24/7. Not enough resources. Owners can call it in or report it to SCF, but it may take 2-3 days to address the issue.
DPW has reviewed the violation logs that the PD sends to us regarding driveway encroachment issues. At this time there have only ever been 12 issues documented on North Winooski since 7/1/17 total, and none at this address.
specifically from the police dept who enforces traffic regulations:
"When we get a call if the cruiser is free they are sent up immediately. If they are on a call or a waiting list for calls they are added to the list. I would also suggest to the person they down load SeeClickFix and use that as the tool to notify us. The value being the notice goes to all of our computers. If they call in and we are not able to answer the phone directly and they leave a message we may not get it right away."
For this location we ask the property owner to document any future encroachments by with the following steps. If it is found that the location has an encroachment issue over the next few months DPW will stripe the parking spaces in this vicinity once the weather allows this spring.
1 - encroachment issues will only be responded by the owner of the residence
2 - utilize seeclickfix category "On Street Parking Violations" to report any encroachment violations
3 - ensure photos submitted for issue show the vehicle relative to the driveway and property, capture vehicle plate, submit with correct street address, date, and time.
The Department of Public Works has resolved this request and provided information needed to property owner for means to follow up with the issue. For this specific issue we are closing the thread to encourage reporting of driveway encroachment issues individually and under appropriate SCF categories to ensure they go to the BPD.
