1. They have parked in a legal position: such as parallel to the curb AND NOT in a no-parking zone
2. The vehicle itself is legal: it must be operable (not broken down, on jacks, etc.) AND up to date on BOTH license plates AND inspection sticker
BOTH of these conditions (1 & 2) MUST be met by a vehicle parked on a public street. If this vehicle does not meet those requirements you may want to contact Public Safety non-emergency dispatch at 757-385-5000, or your local Police Precinct to request that an officer come out to investigate.
