Description
The painted left-only road arrows are not being observed. Drivers in the second "left-only" lane are using it to merge all the way to the right (on their way to Jack London or Alemeda) - not even for the highway ramp. It seems that the lane should be a solid line, not a broken white line. So many drivers are confused due to lack of signage and traffic line control. Further, some are cheating because the traffic lines are not even solid. Please paint "left-turn only" and/or "left-turn or highway only" on the pavement.

I use this exit on a daily basis, and am one of the people who merge all the way to the right so I can make a right turn into my neighborhood at 18th St. Before I read your ticket, I could have sworn that upon exiting the freeway, the lane arrows are straight, then turn into left turn only after 17th St. I learned this merge-three-lanes-to-the-right route from Google Maps, so I think this traffic pattern is allowed (not that Google Maps is 100% right all the time, though).
I do agree that this "intersection" is extremely confusing and dangerous, since there are people who need to get from the right lane to the left, and vice versa, in such a short amount of space.
