The civil engineer for the AER project made a mistake on this area. The flow of water from Publix is going south and then AER raised their elevation to trap the water on the sidewalk. A flume to the gutter through the curb will fix it. Ignoring it will not fix it!
They could add some concrete to fill in the missing sidewalk that AER was too cheap to pour and solve two problems at once.
