Description

This car was tagged for tow several months ago as the registration had expired over a year ago. The owner registered it but it's still parked in same spot and hasn't moved. How has this car passed state required emissions test if it hasn't moved??? It's full of junk, leaf debris caked on all the tires. It's clearly a non operable car and needs to be towed
