In order to better serve you, we need more detailed information. Please be more specific as to what "on-ramp" you refer to that has the sign? Is it the ramp getting off I-80 and onto Lincoln Rd East/Magazine St, or the road that leads up to the Magazine St bridge? Please also provide the direction of travel. From time to time that gets closed so Caltrans can do "landscaping" maintenance, not sure that is the case this time.

On ramp to I80 East from Lincoln Rd East after Magazine Bridge at eastern end of bridge. Sign indicates on ramp will be closed for 4 months at night.

Looks like the sign is gone now. I think it was left over from a previous year.
