They need to catch these people and force them to clean up the entire city on the spot. Forget citations or court hearings, give them a broom and make them clean up their mess. Its disgusting to see this junk in Oakland. Its nice that the city comes and cleans up, but the root of the problem are the irresponsible, lazy, ignorant people who feel that our sidewalks are their personal garbage disposals.
