What, you don't want to get too close to take a picture because then they might look too human? There is a homeless shelter just down the block. But it's a nice day to be out getting some fresh air. I wouldn't want to stay in all day even if I was sleeping in a shelter.
The question isn't "what is Framingham doing about vagrancy?", it's "what is our country doing about homelessness and the drug use epidemic?"
Well then why didn't you label your post "loitering"? Did you mean poor people roaming around with no "visible means of support"? Or did you mean people "standing around with no apparent purpose"?
If it were my post, i would title it loitering. But that's my two cents. As a city we are trying to renew ourselves, add to our property values. The north side is fine, its farm pond to ashland which is stagnant. While our assessed home values go up. If i were to sell my house today, being near downtown, it would be about what i bought it for in 2015.
