Called dispatch again tonight about two dogs being tied up and fighting and being entangled, which is against ordinance (and decency). I was told police can't do anything unless they see a crime being committed or a crime in action. They refused to send a unit to this address to speak with tenants regarding yelping dog in obvious distress. SOMEONE PLEASE HELP. The small dog is being torn apart and it's so loud it echos through the neighborhood. They are tied together and become entangled. This is sick, disgusting, and we are tired of going to bed in tears for this poor dog yelping while trying to calm our dog. It's ALL HOURS.
