Cedar Avenue east of 46th is a one way street, already.
I'll agree that it's a confusing intersection.
I have not witnessed the circumnavigation of trolleys there, but it would take a decent amount of luck to get that aligned just right, I'd think.

In order to change the 4600 block of Cedar into a one way street requires an Ordinance of City Council. Normally it requires a petition of the neighbors to make the change. If you wish to broach the subject with the residents of 4600 Cedar St to see if they are in agreement we can consider the option of making 4600 Cedar one way west bound.
