So what I learned when getting in touch with the firm managing the garage, Atrium services, is that the CITY requires this parking garage to be open 24/7. So the garage is never locked, and even if they did lock it, apparently they want the staircases to be treated as emergency exits.

The end result is disgusting. The urine all over the place is eating through the metal on the stairs, and also eats the paint right off the concrete. Parking is the second biggest occupancy bill we incur. Since you are already in the parking business, you have no choice to be in the maintenance business. Just because you are "the city" does not give you the excuse to run such a smelly, disgusting establishment. Maybe it is time for you to consider locking this garage up at night, and if you want to be running it 24/7, then you need to be staffing it 24/7...it is a pretty straight forward question.

Action has been taken! There is now a porta-potty on the ground floor of the garage, albeit located in the middle stairwell and not easily visible from the bus stop on 3rd.

To close this out, the city needs to post a sign ("don't pee here... go there -->" should work), but as important is to do some substantial restorative work on the cement to negate the smell of urine.
