This issue is not in Public Works' purview, I believe. It sounds like Public Nuisance or perhaps could be resolved by filong formal noise complaints. Do you go to the NCPC meetings? Gat could be a place for tips and meeting others affected to organize.

This is an online and mobile tool that helps residents report and track non-emergency problems, such as graffiti, illegal dumping or potholes. This truck is dumping oil all over the street(s)!!!!

No response was made by the city but the issue resolved on it's own.
