Had the same issue recently. Other recycle containers next to mine were picked up, but not mine. I closely abide by ALL the rules, too. Not sure if it is ineptitude or something is wrong - at least leave a note of why. As an aside, I have noticed a remarkable drop in the quality of city services in the last 2-3 years. Turner et al don't really seem to be focused on the basics.
