The city should stop them in their tracks before it gets this far. As soon as a cart full of crap or any signs of a tent goes up they should begin hauling it away to the dumps and if the person is present they should get cited for littering and loitering. Is there an ordinance for loitering and littering in publc or on someone’s private property to protect the city, private property owners, and the officers from removing this trash? A city task force would prevent this from happening. If you notice, it takes one tent or a pile of trash before two more develops nearby. It’s exponential. Stop them in their tracks!!!
