There is a semi truck parked in a no parking zone. There are "no truck parking" signs every 30-50ft.
I called this in to police non-emergency twice last night due to the ongoing noise from either the truck idling or running its refrigeration.
Upon calling the second time, dispatch state that the officer "attempted to call the trucking company". I requested another officer come out, as to try to wake the driver, or find another resolution.
This morning, the truck is still there, after rumbling all night(and still rumbling as we speak). Moreover, I drove up to the truck this morning, and not only was it still there, right in front of the no parking sign, but there was not so much as a citation on the windshield. What is going to stop this driver from violating again and again, causing all-night noise? No ticket? Even when in clear violation and officers went out there?
The truck is a red semi, one that I recognized from last year, as this truck did this regularly before the signs went up. Thank you to the City of Raleigh for answering the call and putting them in place. Despite the current issue, there has been a significant drop in truck parking since they were installed.

Would someone from traffic and parking enforcement please leave a citation on the windshield of the truck? If there are no fines or repercussions, then there is essentially no deterrent from repeat violations.

I have an alternative way of resolving this for future occurrences, something that would appeal to myself and my neighbors, and could also appeal to both the city and the local police.
Seeing as the signs are already up and on posts, it would be cheap, simple, and efficient to attach a rider sign to a tow truck company, complete with name and number to call. It would save police and dispatch time and energy, and would reduce complaints to the city. In addition, this would provide a way to enforce parking laws, and thus would reduce noise complaints, all while allowing residents and officers alike to contact the towing company upon notice. This could also serve to generate revenues for city projects should the towing company be willing (and legally able) to give a percentage of the towing payments to the city for the "business leads"(for lack of a better term).

A second alternative rider for the sign would be a $500 mandatory fine for first offense, as well as each additional offense. Most would take heed of that. And should they not, then the financial benefits would also be yielded to the city.

I am writing in today, in addition to the last report, to report the same vehicle as last time for the same reason. The driver ditches his truck for two or more days, right in front of a street full of no truck parking signs. He leaves the refrigeration compressor or idle running the entire time, which we can hear and feel in our residence.
I just reported this to an officer who was at the Circle K. The gentleman's name was K.S. Rooker. He was extremely helpful, polite, and informative. He also went to go directly to the truck to see what he could do. I told him I used this site, and he encouraged keeping on it, which I will. I am really hoping we can get this resolved. I don't mind driver's parking there for an hour to rest or wait on a call or some instructions, but two more days, is more truck vibration than is tolerable. My compliments to Officer Rooker, and my hopes remain strong that we can get this one last truck not to park there in clear violation of numerous road signs. I will call his company again now.

The two semi trucks I mentioned on 1/25/19 are still there on 2/7/19, both with no tickets or citations anywhere on the cab or windshield. I do not know what the inspector meant by stating that they "checked this location and processed any violations that were found". Clearly that is not accurate, as there are still two trucks in clear violation of the ~15 or so "No Truck Parking" signs that they are parked directly in line of sight with.
So here are three scenarios:
1) No police have patrolled this set of streets since 1/25 - (not good).
2) Police have patrolled this set of streets, but did not notice the 15 signs and the two semis parked in front of them - (also not good).
3) Police have patrolled this set of streets, and did in fact notice the 15 signs(just like the truckers), and did not issue a citation for an evident violation - (again, not good).
Please assist with this matter, as it is an issue that has created a ton of noise for the surrounding condo communities for the past couple of years. There were no signs when I got here, and thanks to See Click Fix, no there are, which I really appreciate, but now the next step is for those signs to be more than just for show. I have zero problems with the trucks parking there, as far as being an eyesore. Cosmetics are not of grand importance to me. My issue is when the trucks begin parking there, more and more begin showing up - maybe giving other drivers a heads up via CB radio that this spot is lax - and then we start having truckers sleeping overnight in their cabs with the idle running(or refrigeration going), and the vibrations echo into our community, even throughout the night, affecting sleep and peace and quiet during critical hours.
Please have someone come out to Delta Lake, just off of Duraleigh, right in between the Circle K and Shell gas stations, and leave a warning citation so these trucks know that next time they will be ticketed and/or towed, depending on which the city prefers. This is a great city with a great police force - some of the most civil, polite and professional I've ever experienced in any state I've lived in - but despite my general liking and appreciation, I need to ask for some help in getting this solved so the overnight parking does not become an issue like it once was. My bedroom at one point sounded like a truck stop, with sometimes as many as 7-10 cabs running all night long.
Thank you for all you do. I looking forward to getting this matter resolved in a way that is fair and by the book, and via a solution that can be appreciate by all involved.

We now have a third semi truck stationed here, parked flush with the bowling alley. In my comment from earlier today, I said this was going to begin happening, and sure enough it is.
One of the two trucks parked near the gas station seems to be idling and possibly about to leave. If this was due to my previous comment, I extend sincere thanks. If the truck is leaving just due to luck, timing, etc. please continue to get this solved.
For reference, the two trucks parked near the gas station include a semi white a white trailer, and an orange truck, which I believe is an Allied moving truck, are the ones that have been there over a week.
The truck that is flush with the bowling alley has a white trailer, with a giant red circle on the side, with a large yellow E within the red circle - maybe Estes or some other trucking line.
I intend to stay on this until there is resolution.
As mentioned in my comment on 9/3/18, a simple rider sign, designating that trucks in violation would be towed, and would include the towing company's name and number so citizens could call the towing company directly, rather than bothering police or members of the city through sites like this, would be a cut and clear solution, ending the issue with the trucks choosing to violate, and ending the need to field comments such as these.
If these truckers can't see 15 signs in a row, why on earth are they driving? And if they can but choose not to obey the rule of the road, again, why are they driving?

Both the Allied truck and the Estes truck left, however, the Allied truck returned, only this time without the trailer - again, right in front of the no truck parking signs.

The Allied truck mentioned on 2/7/19, 10 days ago, is still there, and still has no ticket or citation on the cab. I am still not sure what the zoning official meant when stating the following:

Additionally, the white semi that was there ended up leaving for a few days, then came back and dropped off its trailer. Seeing as the zoning inspector claimed to have "processed any violations that were found", such as semi trucks clearly parked in a no truck parking zone(with 15 signs stating that), it is hard to believe that the Allied truck would return to drop off its cab after just getting served a violation, and that additionally, the United Transport truck would return after also being served a violation, so it could drop off its trailer in the same no parking zone that just awarded it the violation. It is plain as day that no violations were processed, but instead, were either a) overlooked by omission b) were given the blind eye, or c) no one even showed up to inspect.

The white Go United Transport semi was reported to the company via email on Sunday 2/17/19. By Monday 2/18, the semi was gone, only to return with the same trailer(53089) a day or so after. Following its return, I called in to Go United, pressing 1 for Dispatch, then 3 to speak with Sonya. Sonya took my call politely and professionally, stating she would ask the driver to move from Delta Lake. The driver moved. That said, the driver went 200 yards down, turned left on Commercial, where there are equally as many no truck parking signs, and parked directly in front of one of those signs.
This time, rather than calling into the company, I went to the Raleigh Police Station for assistance(2/22/19). There was an extremely helpful, professional and direct officer at the desk, Mr. R. Boger. He put in a service request for the area and told me to continue calling dispatch and having officers sent out. He stated that these officers should be ticketing these trucks, regardless of whether or not the driver is in the truck or whether or not the officers can get in touch with the company. He stated that if they did not ticket the trucks, that the officers need to be spoken to(*which I would assume to be by a superior officer).
Mr. Boger also stated that I should contact the City of Raleigh. I let him know of my documentation on SeeClickFix, and that someone from the city claimed to have come out, processing any violations, as mentioned in my comment directly above this one. It was again evident that no one did such a thing, as these trucks keep coming back. No one who just got ticketed in their company vehicle, who drives for a living and values their job(and earnings), would come back after 24-48 hours, only to park in the exact same place which they were just ticketed and fined.
I am hoping the city will add some "Tow Away Zone" riders to attach to the signs. I spent several months, maybe a year of more, reporting to SeeClickFix and RPD dispatch before the signs that are currently there were added to both Delta Lake and Commercial. Now I just need a little extra help to solve the original problem. The city could handle this for a few tens of dollars in signs, plus 20-30 minutes of manpower, only requiring one employee, a sign, a bolt, and a wrench. People in the area could then save the officers unnecessary work by calling the towing service on the sign and allowing the towing company to come out and do their job. The city may even receive a percentage on each tow, thus paying for the signage and labor. Needless to say, the truckers would likely not risk being towed again after returning to location to see their truck missing the first time. I'm sure their company would only allow one or two of these situations before stopping future incidents on their end.
My apologies for any frustration in previous posts, but as I mentioned in the previous paragraph, I have been working on this issue for a very substantial period of time and can't resolve this without help from the city and from law enforcement. (*If a link to my original SeeClickFix is needed, showing how long I have been working on the issue of road noise and truck parking, I can provide that upon request from an official. I do not know if it is linked to the email I am currently using, or my other email account.).

I'm pleased to announce that there has been a substantial reduction in truck parking, thanks to the Raleigh Police Department and its officers. While there is still a bit of work to be done regarding reporting illegal truck parking, the difference is now night and day compared to what it had been when I started this journey in getting the signs posted, and then getting attention to the matter via the City and the Police Dept. This place sounded like a roaring truck stop and rumbled the inside of our homes all night, and sometimes for days at a time when drivers dropped off trucks and trailers with refrigeration that would kick on and off, along with the idling of a diesel engine. I appreciate all of the help and every person who has made a difference in making this happen. I know my neighbors appreciate it as well. My biggest compliments to Officer R.Boger. This gentleman put in a service request on my behalf, and since that time, other officers have been able to see that request and proceed on its behalf. Sir, if you are reading this - thank you. I give you my best regards and greatest thanks.
