Shouldn't the homeowner take it upon themselves to clear the drain? I have one in front of my house I clean whenever leaves gather on it, before or after a storm. Just like my neighbor who clears away the fire hydrant whenever it snows.

Still NOT fixed. In fact made worse by winter plowing. Also thins are looking pretty shabby all around spring glen. Lots of debris not picked up!!!

Plus it was damaged by snow plows during feb storm. They also tore up lots if the greenway.
