Yes, Savemore is a good neighbor, and Omar tried many times to get the can emptied. 2 cans or a larger can is a good solution, if a solar can is not installed.

City of Oakland Public Works Agency addressed this issue on 05/06/2013, service request # 458534.

The city will place this location as a hotspot. The will check the area more frequently. They will consider adding another can nearby. The city blames the residents and nearby business owners for dumping things into this can, causing it to overflow. I think that the city will be checking other nearby cans for overflow. They will consider adding a solar can, but that takes a lot of money, and may take a city resolution.

I will leave this issue closed for a while, but may reopen it before it gets archived.

I talked to Omar again last night. He called the city repeatedly from September onward. During the week, the cans were emptied by Waste Management. During the weekend, the city of Oakland was supposed to empty the cans. They frequently skipped emptying the cans. People travel along Glenview commercial district regularly. They produce garbage, and need cans to leave the garbage. Omar suggested that a new can be added near the laundromat, which has people stay for an hour or so. The city insists that cans will only be placed at bus stops. The city may not understand that people produce garbage even when they are not on buses.

I'm reopening this, until there is evidence that the problem has been fixed.

Now the city trash can at the bus stop at Park and Wellington -- in front of Rumbo al Sur -- is overflowing. Doubtful that Rumbo will call it in, as it blends in with their trash containers in the bus stop.

Ok, I get that there isn't alot of money. But stupid to take out trash cans in an increasingly busy area. Rumbo needs to deal with their own trash too, bet some of it is from their patrons. I guess they are too cheap to have a dumpster--the prior restaurant had a rear dumpster which took care of the problem. I did see that they lit up some of their parking lights, but still not all. That whole area is dark and unsafe, and the sidewalk is a tripping hazard. I predict an incident and lawsuit in the wings.

Or we can picket Rumbo. And how do we get the City to listen? Why do protestors get resources and regular neighborhoods do not? Height of stupidity not to make Rumbo follow rules and put their trash in the back instead of in the bus stop. Height of stupidity not to install as many trash cans as needed. Solar cans too expensive? Why not just increase the number of regular cans? Why take it out? Will that reduce trash? No, just cause remaining cans to overflow. What will they do next, take out all the cans?

For this problem, the city is at fault more than Rumbo.

Of course, placing cans at the bus stop is Rumbo's fault.

The Saturday supervisor retired a while ago. There is now a rotating Saturday supervisor, and there is not a phone number which can be used to contact the supervisor on duty. There is not a supervisor on Sunday.

It is possible that Waste Management is responsible for servicing cans on weekend, but that needs to be researched. The city of Oakland does not currently know how to set up a single phone number which can reach the on-duty supervisor on Saturdays.

Frank Foster has not returned phone calls over 2 days. I admit I didn't give him long, but this issue has been going on for 1 1/2 years.

I talked to Sabrina Jones, a PWA supervisor.

Susan Katchee will investigate the problem. She suggested that people call Oakland PWA when the cans overflow. I reminded her that the cans overflow on weekends, and PWA is closed on weekends. She will talk to Frank Foster and Dexter English about solutions to this problem. She doesn't currently know whether there are weekend pickups in Glenview. She does not know whether Glenview can be added to the weekend pickup schedule. She did agree to have English and Foster investigate the issue, and consider adding additional cans if this was impossible. She also suggested that the Glenview merchants purchase additional cans, since their existence may be responsible for the garbage.

Frank and Dexter are supposed to get back to me.

Make a priority for M-F for Waste Management. The goal is to make sure that the cans are emptied on Friday.

Then Oakland will take a look for a few weekends in a row. If the cans need dumping, they will be dumped. If not, success is declared. After a few weeks, we will check again.

If the cans need regular weekend dumping, they will get it, though the city is short handed.

Adding additional trash cans is another possibility.

Dexter English thinks that if the cans are regularly full on weekends, then there is probably a problem with illegal dumping of garbage into the cans. I am less convinced, but willing to look at the situation.

At 8PM on Saturday, the can at Park Blvd near Wellington was more than 3/4 full, as this image shows. I don't think that the city emptied the can on Saturday. I will request information on emptying of this can on both Friday and Saturday.

I talked to Dexter English today. He will try to take a look at the cans on Saturday, around the time of the close of the Grand Lake Farmer's Market.

He was quite nice, and sounded like he will work on the issue.

I talked to Dexter English again today. He said that someone checked the cans on Saturday, perhaps a week ago, and the cans were fine.

After talking to him for a while, he agreed to send someone out on Monday morning, before Waste Management picks up the garbage, to verify that the garbage is above the can. If so, then they agree to empty the cans on Saturday, even though the cans are not yet full.

At 10AM on Sunday, this garbage can is already full. This is the can in front of 4239 Park Blvd, Rumbo al Sur. This can will not be emptied until Monday morning, 24 hours after this image.

On November 21, Frank Foster said that Waste Management is responsible for servicing these cans on Saturday. However, the city will service these cans until Waste Management starts servicing the cans.

When I talked to Waste Management, I was told that they do not service the cans on weekends.

Let's check on Saturday or Sunday and determine whether the cans are serviced on Saturday.
