Description

Homeless encampments on both sides of 23rd Street between MLK & Northgate. Pedestrians must walk into the street in the path of vehicle traffic. The photo shows that because the sidewalk is blocked by tents, a handicap person traveling in the street used by vehicles. Very dangerous. An injury accident just waiting to happen.
