Most likely an off duty officer paid to be security for the office complex. The fact that you think the Capital (which was saved by AACo Police, among others) cares about a police vehicle parked on a private road is laughable. Go be offended somewhere else, nerd.

The officer works in our special operations division IE SWAT and is often called out for critical incidents. He had permission by the building owner to park there but his supervisor understands how it looks and the matter is being addressed.
