Public Utilities has responded. The water service to the residence was turned off and the meter removed due to tampering on 4/12/13. On 5/3/13, I received a call advising that a hose had been found attached to the meter assembly and Meters was requested Lorenzo to have Insertion locks installed. A notice of violation has been issued. Public Works will address the issue of the trench within the right-of-way and Public Utilities will have the meter box reinstalled. Thanks.
