Please do not close this request until the issue is resolved. As I said in my earlier two complaints this small corner of the lagoon smells really bad due to all the organic matter that has collected there and is rotting.
Please work with owner of the property to figure out whether owner is supposed to clean this or city.
I am surprised as to how the owner if the property can continue to live with constant stench and how the city is failing to do anything about this issue.

Is there a status update on this issue or at the very least has the city inspected the location and talked to owner. Maybe the drain under the street is blocked as well, so that water doesn’t flow to the other side and all material just collects here.
Is the owner going to fix this or the city going to fix this or are we simply going to live with the stench?

Thank you for submitting your concern. I understand your frustration. Please know that there was an code enforcement case opened in June 20, 2019 (Case #CE2019-0132). I contacted the homeowner to removed the material that had built up on the lagoon adjacent to their property. On July 10, 2019 I conducted a follow up inspection. At this time the material was removed and I confirmed with the city's public works department that it was acceptable. On July 15, 2019 the case was closed.
This issue is and has been a constant problem for properties in the middle of the isles in Foster City. Leaves and debris will continuously be trapped in these area due to the current moving northwest to southeast.
I have contacted the property owner and have asked them to remove the material again. I will follow up in two weeks to see if it has been completed.

I am sorry you feel that way and I appreciate you expressing your concerns. During my inspections I took before and after photographs that shows the landmass of organic material was removed below the waterline as of 7/10/19. That is not to say that the current condition is acceptable. Leaves and debris will continue to float and collect in this area due to the lagoon current. I have contacted the homeowner and I will work with them to do routine maintenance to resolve this issue.
