This is not a city issue. It is the responsibility of the property owner to fix the cement/concrete from the street to the sidewalk. I submitted a similar issue last year and spoke with the city about it.
Okay. I had always thought this paving in city property was city. To address another concern, when a boulevard tree disrupts such sidewalk, is that also a homeowner issue?

I cannot speak to trees disrupting boulevard sidewalks with authority, but I believe so.
