According to POC, the West End Trucking Service culvert project is suffering from complications and delays. This project actually began prior to the 2016 and 2018 runoff rapids.
Please don't delay this necessary channel clearing just because a nearby project is delayed.
This debris (construction debris dumped by West End Trucking Service) has been collecting in the Hudson Branch since 2011 and continues to collect, moving the stream away from West End Trucking Service and into my property. This has been ignored and neglected since 2011, despite multiple requests for attention through multiple county and state contacts.

The issue is not resolved, and this ticket shouldn't be closed. The County is delaying removal of the heavy debris for a project on the neighboring West End Trucking Service culvert. This is despite concerns regarding the sediment/debris limiting the flow of runoff via intended channel and instead sending runoff directly down Main St, and concerns for a sediment and debris filled channel accelerating the flow of runoff and subsequently accelerating erosion of banks and structures. Brian also explained the sister issue "Sunken Area Concern" will also be addressed by the West End Trucking Service culvert. Acknowledgment is not the same as action.
I recommend ticket remains open and follow up in 6 months. If the heavy debris and sediment is not cleared by hurricane season, then it should be made priority despite West End Trucking Service culvert timeline.

Channel clogged continues to threaten health and safety of community, as evidenced by flooding on 31Oct2019.
Neglect of this channel - because of projects planned prior to 2016 runoff flooding events - is irresponsible and detrimental to our homes and the safety of the community as a whole.

West End Culvert Enhancement project estimates included a construction start by the end of 2019.
The plunge pool has been filling since 2011 and is currently full. The channel is clogged with construction debris. The surrounding area lost large amounts of vegetation that has not been replaced, resulting in exacerbated erosion and sedimentation.
Our community flooded this past Halloween in just 3" of rain. Please prioritize our safety. The community has already been suffering floods since 2011, waiting for HoCo to address a clogged channel and a vital plunge pool. Please make clearing this channel a regular and maintainable priority.
Neglecting this community for bigger plans to stabilize West End Service for sale as residential is just "despicable".

Plunge pools like this one make a collective impact on slowing the flow of Runoff through the Historic District.
Slowing the flow is priority number one.
Thank you for addressing the concrete debris.
Please remain vigilant. Standard operations must include ensuring channels are clear, plunge pools are dredged and our flood plains are not abused by swapping out water-managing stone walls with SHAs water-accelerating grassy slopes.

8600 Culvert outfall plunge pool still not cleared since 2011 Flash Flood Runoff Rapids filled it with sediment.
County claimed it would be addressed in project that is now cancelled.
It's now been 10 years and 3 flash floods.
This plunge pool is one of many Historic Green Infrastructure elements that have been knowingly neglected by Howard County.
When will this plunge pool be cleared?

Hillside debris is knocking sediment into branch and (construction debris dumped over the years by West End Trucking Service) has been collecting in the Hudson Branch and on it's banks (now so full the floodplain isn't working and just pushes flood water toward historic homes) since 2011 and continues to collect, moving the stream away from West End Trucking Service and into my property. This has been ignored and neglected since 2011, despite multiple requests for attention through multiple county and state contacts.
Per Mark Richards, county highways is to address clearing sediment in plunge pool as part of their maintenance responsibility.

The 8600 plunge pool and surrounding slopes present an opportunity to increase protections and reduce flood risks for the historic main st community.
Current state: plunge pool needs cleaning, slopes require stabilization. Black plastic from West end service trucking parking lot directly into Hudson Branch at plunge pool.
Detention opportunities on 8-12 acres of West end service trucking land include vegetative buffer with runoff managing berms around perimeter of asphalt parking lot.
Risk of continued neglect: increased sediment erosion furthers reduced capacity of Hudson Branch and cooperative green infrastructure such as plunge pool and flood plains. Destabilized steep slopes pose threat of land slide, dramatically increasing risks to community.
This issue coincides with plans for 8600 Main St. After the community's first devastating flash flooding in 2011, this culvert was filled with shotcrete to patch and re-line the interior. The culvert began to fail from end to end, and the reduced capacity of a narrower channel increased the flow redirected down Main St instead of through the Hudson Branch plunge pool and flood plains. This redirected flow poses a risk to community in the immediate area as it erodes beneath Main St and causes the road itself to fail. This flow ultimately reaches downtown faster, as it has bypassed the Hudson Branch plunge pool and flood plains.
It's been 1,110 days since this ticket was created. Can we please talk about restoring the functionality of the Hudson Branch where it crosses at 8600 Main St - for the sake of immediate historic community and those downstream.

Last word from county SWM Division was that the county is responsible for regular channel maintenance.
However, last word from Shaina in county exec office is that West End service trucking company is responsible for the slopes around the channel.
Further, projects in the 8600 Main St where the Hudson Branch cruises main area actively being re-scoped but exec office says nothing will be revealed until after the election.
Delegate Courtney Watson advises at town hall, just be patient.
