It is now 3 days after trash pickup; all cans are still sitting on the curb. Additionally, the drug runner (thin older black man on bicycle with plastic bag hanging off the handlebar) continues to make his regular drug runs. The resident manager seems (Angela) seems to be the main point of contact.

Finally! After 3 days, somebody put the garbage cans away. Now if only the drug dealing and sex for money would go away.
