residents using home to repair cars on weekends
and sometimes during the week. At night cars
towed to home to be repaired, Using trash containers that belong to the empty house next door and using empty house driveway for parking.
Possibility they are getting into the empty home. Neighbor received letter from city about
recyle container being left for days and wasn't
his container. We have many photos of all the
things we have written about and more but do
not have the knowledge to include with the report but we do have the proof.

Out of curiosity, can you explain what part about repairing cars is a zoning violation? I'm assuming all would be considered legally operable on the street and there's no outside storage of auto parts or tires.
Also, it appears you don't know the person responsible for the empty house next door; how do you know the person working on cars hasn't been granted permission to use the space while the house remains vacant?
