Description

between the properties I believe there might have been a swale which drains into the stream where street water drain in my backyard. Over the years the ignorant neighbors dumped there yard waste and mulch blocked it and now I am paying the price with the water accumulated in my backyard as it has nowhere to go. Please help, thanks.
