Even if it is not a live wire it should be taken care of. If people get accustomed to seeing wires hanging down they will be in danger of eventually ignoring one that is live.

I also spoke with national grid who informed me that the wires were cable tv wires. Then I called Spectrum and they apparently couldnt start a ticket or log the issue without account information from me. I am not a customer nor do i live at the address where the wire is hanging. At what point can the city step in to address the issue because im not getting any where.
